Kyrgyzstan continues to implement a large-scale reform of public administration aimed at de-bureaucratization and improvement of the business climate. One of the key areas is the initiative “Regulatory Guillotine”, aimed at systemic reduction and optimization of permitting procedures.
As part of this reform, a working meeting was held with representatives of the country's leading business associations. The purpose of the event was to ensure close cooperation between the government and the business community in the process of reforming the authorization system.
The “Regulatory Guillotine” reform is aimed at eliminating outdated, duplicative and redundant regulatory requirements that hinder the development of entrepreneurship, create unjustified administrative barriers and increase the costs of doing business.
The key role in this process is assigned to business representatives - it is entrepreneurs who daily face bureaucratic difficulties in obtaining permits and approvals. Their practical experience and expert opinion are crucial for the development of effective solutions.
In the course of the meeting, the mechanisms of evaluation and inventory of authorization documents issued by government agencies and departments of all levels were discussed. Representatives of business associations expressed their readiness to take an active part in the revision of existing procedures, to make a practical assessment of their relevance and prepare specific proposals for their simplification and elimination of redundancy.
Based on the results of the analysis, the business community will form an expert opinion and specific proposals to be submitted to the specialized working group. The working group includes representatives of the Ministry of Economy and Commerce of the Kyrgyz Republic, the Ministry of Justice of the Kyrgyz Republic, the National Institute for Strategic Studies, as well as representatives of the business community.
Based on the collected materials, a consolidated package of proposals will be formed to optimize the regulatory framework governing the sphere of permit procedures.
The “Regulatory Guillotine” reform is implemented within the framework of the National Development Program of the Kyrgyz Republic until 2030 and is aimed at creating a transparent, predictable and favorable regulatory environment for business, improving the efficiency of public administration and strengthening the confidence of the business community.
