Funding for regional development in the Kyrgyz Republic has increased thanks to concessional loans

In January–September 2025, 184 projects worth a total of 915.3 million KGS were approved through the Regional Development Funds. Of these, 128 projects worth 595.7 million KGS have already been implemented.

For comparison, in 2024, 38 projects worth 165.8 million KGS were financed through commercial banks, and in 2023, 34 projects worth 146.1 million KGS. Thus, the number and volume of financing have increased several times over.

The funds are formed from payments by mining companies and licences for the use of mineral resources. They are directed towards priority socio-economic initiatives, infrastructure development, support for small and medium-sized businesses, and job creation.

Loans are provided through Mamfinholding JSC at 2% per annum under the Model Regulations on Regional Development Funds, approved by Government Decree No. 554 of 11 September 2024.

According to the ministry, the growth in the number of projects financed indicates an increase in investment activity and expanded state support for the real sector of the economy.
