Almambet Shykmamatov replaced Altynbek Abduvapov, who left his job with scandal. Fraud with electronic bills of lading has been discovered, SCNS chairman Kamchybek Tashiev said. More than 460 billion KGS went into the shadow economy, and the damage to the state budget amounted to about 30 billion KGS. The head of the State Tax Service and the heads of four Bishkek departments were detained as part of the investigation.
Given that the acting head of the State Tax Service, appointed after Altynbek Abduvapov, was found guilty of concealing ETTN two weeks after his appointment, Almambet Shykmamatov has a great responsibility.
It is known from open sources that Almambet Shykmamatov previously held the position of Assistant to the President, and even earlier he was the head of the State Mortgage Company.
He started his career as a bailiff, later worked in the State Agency for Registration of Real Estate Rights and the Supreme Court, was an assistant to the Speaker of the Jogorku Kenesh. In 2010, he became the head of the State Revenue Service, and then became an auditor of the Chamber of Accounts. From 2011 to 2015, he held the post of Minister of Justice, in 2015 he became a deputy of the Jogorku Kenesh from the Ata Meken party, was Deputy Chairman of the Committee. In 2017, he became the leader of the faction, but in 2019 he stepped down and surrendered his mandate. In 2020, he was chief of staff of the Bir Bol party. From 2021 to 2023, he headed the Agency for the Promotion and Protection of Investments and in 2023 he became general director of the Bishkek FEZ.
Almambet Shykmamatov has three educations, one of them is law and he also has a diploma in “Public Service and Personnel Policy”, which he received in Russia.
Almambet Shykmamatov is known for his active political activity and participation in various state reforms, especially in the field of justice and state registration.
From 2011 to 2015, Almambet Shykmamatov served as Minister of Justice of the Kyrgyz Republic. During this time, he actively advocated for transparency in the work of state bodies and worked to uncover corruption schemes. He emphasized the need for reforms in the legal system and efforts to combat corruption at all levels.
In 2013, when he was Minister of Justice, Almambet Shykmamatov signed a government decree aimed at strengthening measures to ensure the rule of law, transparency and accountability in state bodies and to fight corruption.
In addition, he participated in international conferences on anti-corruption issues, where he represented the Kyrgyz Republic and shared the country's experience in this area.
As Minister of Justice in 2011-2014 and auditor of the Accounts Chamber, he actively advocated for transparency in the work of state bodies and was engaged in the detection of corruption schemes.
In 2017, Almambet Shykmamatov himself was at the center of a scandal related to the purchase of cars for the Accounting Chamber, but later the court completely acquitted him, considering the charges unfounded.
As Minister of Justice, he initiated the digitalization of public services. This included improving access to legal documents through electronic services, simplifying procedures for registering businesses and real estate, which improved the business environment in the country and promoting reforms of the judicial system aimed at increasing the independence of judges.
It should be said that Almambet Shykmamatov is remembered as a politician who is not afraid to take uncomfortable initiatives. For example, he opposed excessive government interference in business, saying that it suppresses economic activity.
During his career, he also managed to work as the head of the Bishkek Free Economic Zone, where he was engaged in improving the investment climate, and as the Chairman of the Board of the State Mortgage Company, promoting affordable housing projects for citizens.
