07/10/2025, 15:42The state enterprise “Dan,” which had been idle for nearly three decades, is now confidently re-entering the market and becoming a key element of Kyrgyzstan’s food security. Located in Kara-Balta, the plant operated for many years solely as a warehouse for storing food-grade wheat belonging to the State Material Reserve.
The main equipment, including a mill manufactured in 1975, had completely deteriorated. The buildings and facilities were in a state of disrepair, the machinery was outdated, and the mill was only operational during crisis situations, producing flour of very low quality.
Everything changed in 2021 when, by decision of President Sadyr Japarov and a resolution of the Cabinet of Ministers, the enterprise’s restoration was launched. The company’s debts totaling over 162 million KGS were written off, giving the enterprise a new opportunity. The plant’s employees began repairs and modernization on their own, using funds from the storage of grain belonging to the State Reserve Fund. These resources also enabled the purchase of the first batches of raw materials.
Recognizing the need for technological modernization, the State Agency for Management of State Property assisted in the procurement and delivery of new milling equipment from Turkey. The new production line, with a capacity of 150 tons per day, meets EAEU standards and is intended to replace the outdated, energy-intensive mill. Installation of the equipment has already begun, with project completion expected by the end of 2025.
In parallel, a second major project was launched — the start of pasta production. The building of the former “Kitlap” workshop, abandoned for over 25 years, was in 90% disrepair. However, employees of the state enterprise “Dan” carried out major repairs, restored utilities, and prepared the site for a new production line for homemade and instant noodles. The equipment was supplied by the Chinese company Dongfang Noodle Machine Group, with installation being carried out by specialists from China. This project is funded through a presidential transfer allocated for the development of Kara-Balta and is expected to be completed by November 2025.
Today, the number of employees at the enterprise has more than doubled — from 55 in 2021 to over 100. Financial indicators have also improved significantly. In the first half of 2025 alone, the enterprise paid over 28 million KGS in taxes to the budget. In 2024, the elevator received more than 21,000 tons of grain, including supplies from the Chuy and Talas provinces as well as from Kazakhstan. The grain storage facility is now operating at full capacity.
The plant already produces over 150 tons of high-quality flour daily, supplying the local market. However, they do not intend to stop at this achievement. Future plans include launching new product lines — from animal feed to confectionery and bakery production. Active work is underway to study markets and establish contacts with foreign equipment manufacturers.
In addition, the State Agency for Management of State Property transferred a thermoforming machine for producing plastic containers to the enterprise, as well as 12 vehicles, including specialized equipment.
All of this further strengthens the enterprise’s material and technical base and creates new jobs.
