A bank with Chinese shareholders is entering the Kyrgyz government securities market

‘Alma Finance Bank’, established with the participation of Chinese entrepreneurs and their affiliated companies, will become a participant in trading government securities on the Kyrgyz Stock Exchange. This will enable the bank to invest in government debt instruments and trade them on the stock market.

The agreement on participation in trading was signed by Aida Chodulova, Chief Executive of the Kyrgyz Stock Exchange, and Wang Xin, Chairman of the Board of ‘Alma Finance Bank’.

Under the agreement, the bank will be registered as an official trading participant, and its authorised traders will gain direct access to the exchange’s trading system. They will be able to submit orders and conclude transactions involving government securities on both the primary and secondary markets.

In other words, the bank will be able to purchase securities directly when they are issued by the government, effectively participating in the financing of government borrowing, as well as buying and selling instruments that have already been issued.

Wang Xin described government securities as a reliable instrument offering attractive returns and backed by a government guarantee. He said that the partnership with the exchange would take the bank’s operations to a new level.

By way of comparison, following the auction on 20 August, the weighted average yield on 12-month government treasury bills on the KFB trading platform stood at 11.4 per cent per annum.

It should be noted that Alma Finance Bank was registered on 30 July 2025. As previously reported by ‘Akchabar’, its founders at the time of establishment included three Chinese nationals: Wang Qiang’an, Kang Jianlin and Liu Wen Zhong.

The founders also included the microfinance company ‘Alma Credit’, the construction company ‘Baden Service’ and the industrial enterprise ‘Kyrgyz Temir Group’.

Entrepreneurs and companies linked to the bank are active across several sectors of the Kyrgyz economy: construction, metal products manufacturing, retail, tourism, catering and financial services.

In particular, Wang Qiang’an is linked to companies operating in construction, e-commerce, beverage production and the restaurant sector. Kang Jianlin was involved in the tourism and industrial sectors, whilst Liu Wen Zhong is linked to the construction company ‘Baden Service’ and the enterprise ‘Kyrgyz Temir Group’.

On 14 January this year, the National Bank decided to grant ‘Alma Finance Bank’ a licence to conduct banking operations in both national and foreign currencies.
