08/07/2026, 16:17A virtual mobile operator with its own fintech ecosystem is to be established in Kyrgyzstan. An agreement to launch the project was signed at the 8th Kyrgyz-Russian Economic Forum in Issyk-Kul.
The project will be implemented by MVNO BKG LLC, Beeline Kyrgyzstan and the Russian company VimpelCom, with financial support from the Russian-Kyrgyz Development Fund.
The main product will be a SIM card with two digital profiles — one for Kyrgyzstan and one for Russia. It is envisaged that subscribers will be able to use mobile services in both countries without changing their SIM card, retain their usual number when moving between the two countries, and subscribe to a single tariff plan. A digital wallet for money transfers and other financial transactions will also be integrated into the service.
As Artem Novikov, Chairman of the Board of the Russian Federal Financial Markets Service (RKFR), noted, the project is primarily aimed at Kyrgyz nationals working in Russia and their families.
“Our aim is to combine mobile communications, digital services and convenient money transfers into a single, simple system, so that staying in touch with loved ones and managing financial matters on both sides of the border becomes easy and convenient,” he said.
Dmitry Yumashev, the project’s managing partner, added that the new system should make it easier for migrants to deal with everyday, legal and professional matters.
Kubanych Shatemirov, CEO of Beeline Kyrgyzstan, described the company’s participation in the project as a contribution to supporting Kyrgyz citizens working abroad.
Initially, the virtual network operator will be launched in Kyrgyzstan on a pilot basis. There are plans to extend the model to Tajikistan and Uzbekistan in the future. According to the project’s initiators, preliminary agreements with local telecoms operators have already been reached.
