10/21/2025, 11:58A bill has been drafted in Kyrgyzstan that introduces a new mechanism for dealing with offenders — those who do not pay administrative fines may be denied a range of public services.
According to the explanatory note to the draft law, it is proposed to amend three key acts:
The bill provides for the refusal to issue driving licences, register vehicles, register real estate and grant licences if the applicant has unpaid fines imposed in accordance with the Code of Offences.
In this way, the state intends to strengthen discipline in the payment of administrative penalties.
According to the automated system ‘Unified Register of Offences’, from 1 January to 31 July this year, 853,622 reports of offences were registered in the country. Moreover, 202,563 of them have not been paid.
The authors of the document note that this situation indicates ‘the dishonesty of certain citizens and organisations in complying with the law.’
The Ministry of Internal Affairs proposes entering data on debts into automated information systems so that when a citizen applies to register a car or obtain a driving licence, the system automatically records the debts.
It is also proposed that real estate registration be refused if the applicant has unpaid fines.
Similar restrictions are envisaged for legal entities applying for a licence or permit to conduct business.
The main objective of the bill is to prevent offences and foster a culture of legal responsibility. As noted in the explanatory memorandum, the measure is not aimed at toughening penalties, but at encouraging citizens to fulfil their legal obligations in a timely manner.
