    EEC has approved the zeroing of import duties on viscose fibres for three years

    The Council of the Eurasian Economic Commission (EEC) has decided to zero import duty on man-made viscose fibres that have not undergone carding or combing for three years. It will now be 0% of the customs value of these goods. 

    Products falling under the EEU HS code (5504 10 000 0) are used for the production of nonwoven fabric used in industries such as hygiene, medicine, cosmetology and others.

    These viscose fibres are not produced in the EAEU, and, as noted by Vahagn Ghazaryan, Director of the EEC Customs Tariff and Non-Tariff Regulation Department, there are no plans to create local production facilities. The decision to zero the duty was made to fill the deficit of raw materials, improve the competitiveness of products and increase the output of socially important goods for the internal and external markets of the EAEU.

    The innovation will come into force ten days after its official publication. Previously, these goods were subject to a duty of 5% under the Single Customs Tariff of the EEU. From 2013 to 2023, zero rate or tariff concessions were already applied to viscose fibres.
