ElKat has become the sole operator that will provide internet services in Kyrgyzstan

President Sadyr Zhaparov signed a decree «On urgent measures to organise effective management of state-owned companies and develop the digital and telecommunications infrastructure of the Kyrgyz Republic».

 According to the document, ElKat LLC becomes the sole operator that will provide internet services in the country.

In addition, other providers are required to transfer their existing contracts to ElKat within two months.

The document also states that a trial period should be introduced from 15 August 2025 to 14 August 2026 to establish a temporary 100% state monopoly on the supply and provision of international internet traffic in the Kyrgyz Republic.

For the duration of the trial period, the limited liability company ElKat shall be granted the exclusive right to supply and provide international Internet traffic; the limited liability company ElKat shall be designated as the sole operator for the supply and provision of international Internet traffic to the country;  as well as the transit of international Internet traffic through the territory of Kyrgyzstan.

Telecommunications operators and/or data transmission operators providing international Internet traffic supply and/or transit through the territory of the Kyrgyz Republic shall, within two months, transfer to ElKat Limited Liability Company all existing contracts for the purchase of international Internet traffic in order to establish conditions for cooperation.
The Cabinet of Ministers shall, in accordance with the established procedure, transfer 100% of the share capital of the limited liability company ‘Aknet’ to the limited liability company «ElKat».
