Footballers are exempt from income tax and do not have to pay taxes for transferring property to the state

President Sadyr Zhaparov signed a law that significantly changes tax rules for businesses and citizens. Among the key innovations are the exemption of footballers from income tax and a zero rate for citizens transferring real estate to the state.

The document, adopted by the Jogorku Kenesh on 18 September 2025, aims to ‘clean up’ and modernise the tax system. It promises less bureaucracy, more digitalisation and fair rules of the game.

Now, all income of employees of football organisations — salaries, bonuses, compensation and even material assistance — will not be subject to income tax.

This is significant support and an incentive for the development of the football industry.

Another innovation is a zero tax rate for those who voluntarily transfer real estate to the state.

The law also:

  • exempts the sale of wool, skins and old batteries by individuals from tax;
  • introduces control over the payment of taxes in markets and mini-markets by their administrations;
  • prohibits the use of cash registers and payment devices registered to individuals;
  • supplements the Law ‘On Notaries’ with a provision: notaries who evade taxes or do not use cash registers risk losing their licences.

The signed law should make the tax system more transparent, reduce the shadow economy and make life easier for conscientious taxpayers.
