The State Committee for National Security of the Kyrgyz Republic has uncovered a corruption scheme at the Cadastre State Agency

As part of its efforts to combat corruption in government agencies, the State Committee for National Security (SCNS) has uncovered a persistent corruption scheme at the Bishkek branch of the State Agency for Land Resources, Cadastre, Geodesy and Cartography.

According to the SCNS, the media had previously published numerous reports about long queues and crowds in the building of the Cadastre State Agency, calling on the authorities to pay attention to the situation and take measures to resolve it as soon as possible. Ordinary citizens were forced to wait for hours for their turn to register, which caused discontent and criticism of the country's authorities for their lack of response to the problem.

In this regard, the GKNB of the Kyrgyz Republic carried out a series of measures, the results of which established that state registrars of the registration department of the BF GU «Cadastre» «M.F.M.» and «K.V.V.» had organised a persistent corruption scheme for the registration and re-registration of real estate, which consisted of systematically bypassing the established electronic queue, in order to enrich themselves by abusing their official position. For the service provided, they received monetary rewards ranging from 2,000 to 10,000 KGS.

Based on the evidence gathered, a criminal case was initiated, and on 3 September 2025, the state registrars were detained and, in accordance with Article 96 of the Criminal Procedure Code of the Kyrgyz Republic, placed in the temporary detention facility of the State Committee for National Security of the Kyrgyz Republic.

The State Committee for National Security of the Kyrgyz Republic is conducting further investigative and operational measures.
