    Prime Minister Zhaparov has outlined the priorities of human capital development in Kyrgyzstan

    The Chairman of the Cabinet of Ministers and Head of the Presidential Administration of the Kyrgyz Republic Akylbek Zhaparov delivered a speech at the annual National Forum dedicated to human capital and sustainable development. He emphasised the main directions of state policy in this area, focusing on the school education transformation as a central part of all state initiatives. 

    The ‘Altyn Kazyk’ (‘Polar Star’) programme aims to provide children with solid knowledge and skills to compete in a rapidly changing world. Zhaparov noted that all school textbooks, programmes and standards are being completely updated. The prime minister stressed the urgent need for reforms in school and university programmes, adding important skills such as digital literacy, critical thinking and environmental awareness.

    He noted that the country does not have the luxury of time for long-term experimentation as international competition intensifies. Emphasis is on a complete transformation of schools rather than the mechanical extension of outdated programmes. Turning his attention to the development of children's education, Zhaparov said efforts to expand access to kindergartens have already yielded results, with enrolment rates rising from 28% to 35%. This figure must rise to 40 per cent by the end of the year.

    Investments in early childhood education, health and nutrition lay the foundation for long-term health and education. By 2026-2027, there are plans to significantly expand social assistance for children, especially up to three years of age. The Cabinet will also continue to work on bridging the digital divide, especially in rural areas, improving access to the internet and government online services, and offering digital literacy programmes. The Ministry of Health will focus on public health and disease prevention through regular health check-ups and healthcare literacy. An important component of this programme will be the construction of 20-25 new territorial hospitals.

    Additionally, Zhaparov said the government intends to develop an ecosystem to support startups and small businesses, women and youth entrepreneurship through access to funding, grants, tax incentives and incubation programmes next year.
