How to enter Russia under the new rules from 1 July

From 1 July 2026, foreign nationals will only be able to enter Russia after pre-registering via the RuID app. This was announced by Mairambek Beishenov, Head of the External Migration Department at the Ministry of Labour.

Speaking at the Ministry of Labour’s open forum, Mairambek Beishenov outlined the new entry rules for foreign nationals travelling to the Russian Federation.

According to him, travellers must register on the RuID mobile app no later than 72 hours before their trip, providing their personal details and passport information. They will also be required to state the purpose of their visit, the duration of their stay and the region they plan to visit.

In addition, users must upload a photograph, undergo biometric identification and provide a voice sample. After the data has been verified within 3–5 days, a QR code will be generated in the user’s personal account, which must be presented when crossing the Russian border.

Beyshenov noted that the new measure is part of a policy to strengthen migration control in Russia. However, in his view, the new requirements may raise questions regarding the principles of free movement within the Eurasian Economic Union.

The new procedure will come into force on 1 July 2026 and will affect foreign nationals planning to travel to Russia.
