Kyrgyzstan has proposed granting the UN the exclusive right to impose sanctions against states

Kyrgyzstan believes that decisions to impose sanctions against states should be taken exclusively within the framework of the UN and in accordance with its Charter. This was stated by President Sadyr Japarov whilst addressing the UN General Assembly.

According to him, unilateral sanctions are, in some cases, used by certain countries as a tool to interfere in the internal affairs of sovereign states. Their negative economic and social consequences, the President noted, affect small developing countries in particular.

Kyrgyzstan proposes establishing a mandatory mechanism for the prior review of sanctions. Under such a mechanism, their potential humanitarian, economic and social consequences must be assessed.

Furthermore, countries imposing sanctions would be required to specify the legal basis for such measures, explain their necessity and objectives, and define the criteria and conditions for lifting the sanctions.

Zaparov also proposed the creation, under the auspices of the UN, of a unified international mechanism for monitoring sanctions and their regular review.

In his view, this would strengthen the central role of the UN in matters of international peace and security and reduce the risk of individual states using sanctions for political or economic gain.
