10/30/2026, 10:12Kyrgyzstan’s Budget Transparency Index rose by 8 points, reaching 69 out of a possible 100. According to the results of the 2025 Open Budget Survey (OBS), the republic achieved the highest score in the region.
This was announced on October 29 during a meeting between Talas Aidarbek uulu, First Deputy Minister of Finance of the Kyrgyz Republic, and representatives of the International Budget Partnership (IBP).
Compared to the 2023 survey, Kyrgyzstan’s score increased from 61 to 69 points. The improvement was driven by the publication of a semi-annual budget review and the timely release of a preliminary budget statement.
IBP representatives Andrés Ponce and Laura Castillo congratulated the Kyrgyz side on the results. They noted that the country’s experience is regularly cited as an example of improving budget transparency. Kyrgyzstan’s achievements were also specifically mentioned in the OBS 2025 Global Report.
At the meeting, the parties discussed upcoming changes to the OBS 2027 study methodology. In particular, they are considering the possibility of assessing budget transparency not only overall but also by individual sectors—such as healthcare—as well as by areas of fiscal risk.
In addition, IBP representatives proposed transitioning to an annual assessment of budget transparency. This format will allow for more frequent monitoring of changes and more rapid implementation of recommendations to improve the budget process.
The participants paid special attention to expanding citizen participation in discussions of budget priorities and in the evaluation of budget execution. The parties also discussed further cooperation in the area of budget transparency.
