The Jogorku Kenesh Committee approved the draft law on reconstruction of Dolinka and Rechnaya substations

Today, 14 January, the Committee on Fuel and Energy Complex, Jogorku Kenesh approved in the first reading of the draft law on ratification of loan and grant agreements between Kyrgyzstan and the European Bank for Reconstruction and Development (EBRD). These agreements concern the modernisation of the Dolinka 110 kV substation and the reconstruction of the Rechnaya 35 kV substation.

According to Energy Minister Taalaibek Ibraev, the project is aimed at improving the reliability of electricity supply in Issyk-Kul and Osh oblasts, as well as connecting new subscribers to the national electricity network. The project will increase the total capacity of power transformers by 108 MVA, which will significantly improve the quality of power supply in the regions.

The total cost of the project is €14 million, of which €9 million is in the form of a loan and €5 million is in the form of an investment grant. Both agreements were signed on 10 June 2024 in Vienna.

The committee members emphasised the importance of strict control over the targeted use of the allocated funds and the avoidance of corruption in the project implementation process. The relevant public authorities should ensure transparency and efficiency in the implementation of the agreements in order to guarantee the achievement of the stated objectives.
