The lawmaker stated that residents cannot afford to pay for the restoration of their courtyards on their own. The roads near the houses are in disrepair, and the playgrounds and sports fields are in ruins. At the same time, he said, when residents request repairs, City Hall tells them to raise the funds themselves.
“People don’t have enough money to do this on their own. I write a letter, and you say: let them raise the money themselves. Surely there must be some kind of comprehensive approach?” said Bekeshev.
He proposed planning improvements on a neighborhood-wide basis. In one area, build a large sports field; in another, a playground, complementing them with other recreational areas.
In response, Ramiz Aliyev noted that the city has a program in place covering playgrounds, paving, irrigation, and lighting. According to him, the municipality is prepared to co-fund up to 70% of the costs.
He also stated that starting next year, the city government will gradually move on to improving courtyard roads. Bekeshev specifically asked whether this work would be carried out alongside the development of playgrounds and received an affirmative answer.
“Good. I’ll hold you to that,” the deputy replied.
During the discussion, it was not specified which courtyards would be included in the 2027 program or how much funding would be allocated for it. Nor was there any clarification on whether the requirement for residents to co-fund these projects would remain in place.
