The Ministry of Finance has explained how the presidential fund and the housing and utilities fund are financed

The Presidential Fund and the Fund of the Speaker of the Jogorku Kenesh are formed from the republican budget and are allocated when the national budget is approved. This was announced by the Minister of Finance of Kyrgyzstan.

According to him, a specific percentage of the expenditure side of the budget is earmarked for the formation of these funds.

“When the budget is approved, certain percentages are allocated from the expenditure side. This is used to form the Presidential Fund, plus the Fund of the Speaker of the Jogorku Kenesh. All of this comes from the expenditure side of the budget,” the Minister explained.

He emphasised that all funds go through official budgetary procedures, including the Treasury, and that the mechanism itself is transparent.

“This all takes place transparently, passing through the national budget and the Treasury. There are relevant presidential decrees,” noted the head of the Ministry of Finance.

The minister did not specify the exact amounts of the funds or the percentage parameters for their formation.
