Gasification was a key step. Since April 2025, the state has been providing preferential loans for connecting homes to gas – up to 150,000 KGS at 3% per annum instead of the previous 8%. As a result, more than 51,000 households in Bishkek are now connected to gas, reducing coal consumption by approximately 100,000 tonnes.
An additional measure was a ban on loose coal of 0–13 mm fraction, which has been in force since 6 October 2025 in Bishkek and the Chui region. The restriction does not apply to enterprises that generate thermal energy.
Emissions control has also been tightened. In 2025, 202 reports were drawn up for exceeding the standards by motor vehicles, amounting to over 3.7 million KGS. As a result of inspections of enterprises, 450 reports were drawn up for 9.87 million KGS, and another 3,795 entities received official notifications of the need to comply with environmental requirements.
