    Municipalities want to be given the right to forcibly remove vehicles belonging to offenders

    On June 24, the Cabinet of Ministers submitted a draft resolution for public discussion, which proposes expanding the powers of local authorities in matters of forced evacuation and blocking of motor vehicles.

    The document proposes amendments to the existing Evacuation Rules, granting municipalities the right to independently initiate the removal of vehicles to impound lots, install wheel clamps, and monitor compliance with weight and size restrictions on municipal roads. This refers to cases such as parking on lawns, car sales in unauthorized places, and vehicles exceeding permissible parameters.

    The proposal was a response to the acute traffic situation in Bishkek, where more than 400,000 cars travel daily. The explanatory note points to the limited powers of local authorities, which do not allow them to promptly eliminate violations, as drivers are often absent from the scene and it is impossible to tow vehicles without the involvement of the Ministry of Internal Affairs.

    The draft law stipulates that, if approved, the mayor's office will have the legal right to apply administrative measures without the need to interact with state structures. It is also proposed to centralize information on relocated vehicles on the digital portal “Tölöm.”

    “Municipal authorities must have an operational mechanism to maintain order and protect the urban environment,” the draft says.

    The document is available for public discussion on the official portal until July 4.
