06/27/2025, 15:39The Ministry of Internal Affairs has drafted a bill which proposes to authorize internal affairs bodies and local authorities to prosecute for the violation of silence in residential areas. This is stated in the background to the draft amendments to the Code of Offenses and the laws “On Silence” and “On the Basics of Prevention of Offenses”.
According to the document, one of the main problems in the fight against noise in the evening and at night is the lack of a coordinating body, the shortage of specialists, as well as the inability of sanitary services to respond to complaints around the clock.
The project proposes to create a system for preventing violations of silence with the participation of the police, local authorities, apartment building managers and neighborhood committees.
The latter are proposed to be allowed to draw up acts of violation of silence, which will then be sent to the police to draw up protocols on the offense.
The Interior Ministry believes that this will make it possible to more effectively protect the health and rights of citizens, especially in apartment buildings, where “the entertainment of some turns into a nightmare for others”. The draft law was developed on the instructions of Deputy Prime Minister Edil Baisalov.
