Tax reform in Kyrgyzstan: Shykmamatov seeks a ‘middle ground’ between business and the state

Almambet Shykmamatov, Chairman of the State Tax Service, met with entrepreneurs in the city of Osh to discuss new approaches to tax reform. The main aim of the meeting was to strike a balance between the interests of the state and those of business.

Almambet Shykmamatov’s working visit to the Osh region continued with a meeting with representatives of the local business community. The event was attended by Bakyt Jienbekov, Deputy Chairman of the State Tax Service, heads of regional tax authorities, entrepreneurs from various sectors and accountants.

The meeting took the form of an open ‘question-and-answer’ session in an atmosphere of constructive dialogue and friendly discussion. Entrepreneurs were given a detailed explanation of the latest changes to tax legislation, aimed at simplifying administrative procedures and reducing the burden on business.

Particular attention was paid to the ‘Salyk Küzöt’ analytical system currently being rolled out, which enhances the transparency and effectiveness of tax control. Taxpayers were given the opportunity to ask questions directly to the State Tax Service leadership and receive clarification on pressing issues.

“Business and the state must work together to address emerging challenges. Only through mutual cooperation is it possible to strike a balance – ensuring fair taxation without creating unnecessary barriers for entrepreneurs,” emphasised Almambet Shykmamatov.

Following the meeting, the head of the State Tax Service outlined priority tasks for improving engagement with the business community and further enhancing tax administration, urging entrepreneurs to actively raise issues and seek advice from the tax authorities.

“Tax reform must be mutually beneficial: on the one hand, ensuring revenue for the budget; on the other, creating favourable conditions for taxpayers,” he added.
