The National Bank of the Republic of Moldova has prohibited charging commissions to recipients of international money transfers, including those in roubles

The National Bank of Kyrgyzstan has adopted a resolution introducing temporary restrictions on money transfer fees, directly affecting the practice of charging fees to recipients of domestic transfers. The document, approved by the NBKR Board on 3 December, comes into force on 1 January 2026 and will remain in effect until 31 December 2026.

According to the resolution, commercial banks and payment organisations are prohibited from charging fees to recipients of money transfers coming to Kyrgyzstan through international systems if the transfer is received without opening a bank account.

In effect, this means the abolition of a practice that some operators began to introduce in December, including a fee of up to 1.5% for receiving rouble transfers.

Banks and payment organisations are now prohibited from charging any service fee to the recipient of an international money transfer if they receive the money without opening an account.

Let us recall that earlier, Akchabar wrote, citing Astrasend, the largest money transfer operator in Kyrgyzstan, that from 1 December, organisations issuing transfers within the country were given the right to charge up to 1.5% of the transfer amount from the recipient of money transfers in Russian roubles. This decision caused a wide resonance, as it affected most users.

The company emphasised that the commission is not a transfer fee, but an «additional service charge».
