The Elkart payment system has been more stable than ever in the past year and a half

The availability level of the Elkart bank card payment system in the third quarter of the year was 99.84%. This is evidenced by the results of operational risk analysis.

As noted, Elkart's high availability is maintained against a backdrop of low operational risk, which ensures the stability of non-cash payments and the continuity of payments for the population and businesses. The dynamics of the indicators confirm the stable operation of the system over the last few quarters.

Elkart payment system availability indicator:

• First quarter of 2024 — 100%;
• Second quarter of 2024 — 99.65%;
• Third quarter of 2024 — 99.76%;
• Fourth quarter of 2024 — 99.83%;
• First quarter of 2025 — 98.41%;
• Second quarter of 2025 — 98.43%;
• Third quarter of 2025 — 99.84%.

At the same time, the level of operational risk in the MPC increased to 1.59%. This is the highest figure in the last two years.

As of June 30, 21 commercial banks provided services for the issuance and acquiring of bank payment cards of the national payment system “Elkart.” For comparison, 16 banks provided services of international payment systems in the country.

The total number of bank payment cards in circulation in Kyrgyzstan reached 10.3 million, an increase of 28.8% compared to the same period last year. At the same time, the share of the national Elkart system was 35.5% — 3 million 649.3 thousand cards.
