Budget expenditure fell due to investment

In January 2026, Kyrgyzstan’s state budget expenditure amounted to 26,128.4 million som, representing 20.8% of GDP. The bulk of the funds was traditionally allocated to operating expenditure — accounting for 93.6%, whilst the acquisition of non-financial assets accounted for only 6.4%.

Compared with January 2025, budget expenditure fell by 2,379.8 million som, or by 8.3%. The key factor behind this reduction was a sharp drop in capital expenditure: expenditure on the acquisition of non-financial assets fell by 2,674.4 million som, or by 61.4%.

Against this backdrop, operating expenditure, by contrast, showed moderate growth – by 294.6 million som, or 1.2%. This trend indicates a shift in budgetary priorities towards current financing, accompanied by a decline in the state’s investment activity.
