    From 2026, the issue of increasing salaries for medical workers will be considered

    Prime Minister Adylbek Kasymaliyev held a regular meeting of the Cabinet of Ministers. Special attention was paid to issues in the field of healthcare.

    Minister of Health Erkin Chechebaev and heads of subordinate institutions presented reports on the current state of the healthcare system, existing problems and ways to solve them, as well as achievements made to date.

    According to the data presented, the most serious problems in the healthcare system include a shortage of doctors in the country, low levels of medical staff, low salaries, the need for major repairs to a number of medical facilities, and a lack of medical equipment.

    Citing data from the National Statistical Committee, Minister Erkin Chechebaev reported that in 2024, the mortality rate increased by 2.3% compared to 2023. As before, the main causes of mortality remain: in first place - diseases of the circulatory system, in second place - tumours, in third place - injuries and poisoning, and in fourth place - diseases of the respiratory system.

    It was also noted that among the CIS countries, Kyrgyzstan ranks lowest in terms of the availability of doctors to the population. Low salaries are cited as the main reason for the shortage of medical personnel.

    In addition, 25.8% of all medical institutions in the republic are in need of major repairs, and 4.6% of institutions are subject to demolition and require the construction of new buildings. Some of these outdated hospitals were built 30 or even 100 years ago.

    To address these serious problems in the healthcare sector, the Ministry of Health is implementing a number of priority areas for 2025–2026 as part of the National Development Programme until 2030, approved by presidential decree.

    After hearing and discussing the reports of the Ministry of Health, the members of the Cabinet approved a protocol aimed at improving the quality and accessibility of medical services, increasing public confidence in the healthcare system and eliminating systemic shortcomings.

    In accordance with the document, the following tasks have been set: to carry out the necessary calculations to increase the salaries of medical workers;
    submit proposals to address the shortage of personnel in medical institutions; strengthen control over the targeted use of budget funds allocated for the purchase of medicines, medical equipment and major repairs to healthcare facilities; tighten licensing requirements for private medical organisations and strengthen the responsibility of doctors working in private structures.

    Adylbek Kasymaliyev stated that at the end of the first half of this year, the nominal GDP amounted to 711.2 billion soms, noting that the country's economy is growing at twice the rate. According to him, work is proceeding at the same pace in the healthcare sector.

    «This year, 32 large facilities are being built in the healthcare system, with more than 8.6 billion soms allocated for this purpose. In 2021, the healthcare budget was 26 billion soms, and for 2025, we have allocated and are already using 49 billion soms. More than 2.8 billion soms are spent annually on haemodialysis procedures alone. We have provided seven regions with MRI machines and four regions with CT scanners. We are purchasing ambulances and mobile medical complexes. On the instructions of the president, the issue of increasing the salaries of medical workers will be considered from 2026, and active work will begin in this direction. Overall, comprehensive work is being carried out to improve the entire healthcare system», — said Prime Minister Adylbek Kasymaliyev.
