10/19/2024, 08:52President Sadyr Zhaparov laid a capsule for constructing the residential complex ‘Yntymak’ via OJSC ‘State Mortgage Company’ in Bishkek.
It is planned to build 18-storey houses on an area of 18 hectares, which will have 8 thousand 100 flats. The infrastructure of the complex will include roads, a school, two kindergartens, landscaping and car parks. Also, the ground floors will house commercial premises.
In his speech, the head of state noted that Kyrgyzstan is on the threshold of an important initiative to provide citizens with housing. He stressed that many compatriots, seeking to improve their living conditions and buy housing, are forced to work hard abroad. At the same time, despite private companies' active construction of high-rise buildings, the question arises: can ordinary citizens afford such housing? In this regard, it is important to consider the state's role in solving this problem.
Sadyr Zhaparov said that to solve social problems, especially in providing housing for citizens working in the social sphere, he had signed several decrees. Based on them, the construction of multi-storey mortgage houses, which began in early 2023, has become one of the major projects on the way to the republic's development. The President noted that thanks to the increase in the republican budget and economic recovery, the issue of providing housing to citizens in need has been taken under control through the SMC.
Addressing the event participants, he stressed that more than 40,000 flats with a total area of 2 million square metres are being actively built in the country. He noted that at present multi-storey houses are being built in regional centres, and from next year the construction of multi-storey houses in district centres and cities will begin.
Almost all residential complexes have the necessary infrastructure: schools, kindergartens, hospitals and sports grounds. The construction strictly complies with the requirements for high-quality materials use and seismic safety.
"A special programme has been developed to simplify the possibility of purchasing housing for socially vulnerable people. Under it, housing is provided on favourable terms, without down payment, with the possibility of buying for a long-term period,’ Sadyr Zhaparov said.
He said that currently there is work on providing housing for citizens who do not have their own homes, including migrant workers abroad. The SMC with Eldik Bank has launched the ‘Accumulative Mortgage’ project, greatly simplifying obtaining affordable housing. In addition, mechanisms to support orphans from children's homes are being developed and a new project ‘Contribution to the Future’ is being developed.
The head of state said that close cooperation with international investors is necessary for sufficient construction financing and attraction of investments.
He drew attention to the fact that many people cannot afford housing or land plots for construction, and such plots are bought up by wealthy citizens. He said such plots are returned to the state in the people's interests.
In addition, Sadyr Zhaparov noted that half of the flats in the new complex will be provided on favourable terms to social workers, and the other half - to migrants and other citizens with the condition of a contribution of 50% into construction. He explained the need for the 50 per cent prepayment by saying that this money would help speed up the housing construction for other citizens waiting for their turn.
The President noted that today there are 22,573 people on the waiting list in Bishkek and 15,400 in the regions. A total of 42,316 flats are being built across the country. Special attention was paid to the fact that citizens should join the queue not only in the capital but also in the regions. Next year it is planned to start construction in the regions, districts and small towns.
Sadyr Zhaparov emphasised to the event participants that by 2028 the goal is to provide housing to all those in need throughout the country.
