Sadyr Zhaparov requested the Constitutional Court to issue an opinion on the draft law on the death penalty

The Constitutional Court received a submission from President Sadyr Zhaparov requesting an opinion on the draft law of the Kyrgyz Republic «On Amendments to the Constitution of the Kyrgyz Republic».

The draft proposes to amend Part 1 of Article 25 of the Constitution, providing for the possibility of applying the death penalty as an exceptional measure of punishment for particularly serious crimes of a sexual nature against children, as well as for murder accompanied by rape.

As indicated in the attached materials, the initiative is motivated by the increase in the number of particularly serious crimes against children and women and is aimed at strengthening their constitutional and legal protection.

If the proposed amendments are adopted, issues related to the country's international obligations are to be resolved within the framework of subsequent legal and other necessary procedures.

The President, acting in accordance with Part 4 of Article 116 of the Constitution, also requested an official opinion on the draft law.
