    Fuel labelling system has led to an increase in excise tax revenues - STS

    According to the State Tax Service press service, since the fuel labelling system introduction in Kyrgyzstan, there has been an increase in excise tax revenues on fuels and lubricants. The State Tax Service (STS) with the marking operator OJSC ‘Uchkun’ has already marked 4.9 thousand tonnes of gasoline and diesel fuel, including 1.3 thousand tonnes of diesel fuel and 3.6 thousand tonnes of gasoline. 

    Since the beginning of October 2024, excise tax receipts on fuels and lubricants amounted to 219 million KGS, corresponding to the receipts for the whole of October 2023. The labelling system is being actively implemented in the country, and the STS is conducting explanatory work among fuel and lubricant importers and producers.

    The molecular marker used in the system is a unique compound that penetrates the structure of the fuel and is not susceptible to removal. The presence of the marker is checked using certified instruments.

    From 1 October 2024, mandatory marking of imported and produced petrol and diesel fuel using molecular markers has been introduced in Kyrgyzstan. From 1 January 2025, the circulation of unmarked fuels and lubricants will be prohibited.

    This system is aimed at illegal turnover of fuels and lubricants combating, improving fuel quality and excise tax administration. The introduction of labelling does not imply an increase in tax rates or the introduction of new taxes; its main goal is to ensure the legal turnover of fuels and lubricants.
