10/10/2026, 18:00The Cabinet of Ministers of Kyrgyzstan has approved new Regulations on the procedure for calculating length of service, and for the award and payment of pensions and benefits to customs officers and their family members. The relevant resolution was signed on 7 October 2026.
Service with the customs authorities of Kyrgyzstan, CIS countries and the former USSR, work in a number of other state bodies, military service, as well as certain periods of study, will be counted towards length of service for the purposes of pension entitlement. Full-time study may be taken into account up to a maximum of five years, using the formula: one year of study for every six months of service.
A preferential calculation of length of service is provided for certain staff members. One day of service in units combating customs offences, illicit drug trafficking, internal investigations and the prevention of corruption will count as one day and one-third of a day.
When serving in high-altitude areas at an altitude of between 1,500 and 1,999 metres, one day will count as one and a half days, and at an altitude of 2,000 metres and above, as two days. If there are several grounds for preferential calculation for the same period, the option most favourable to the employee will be applied.
Pensions for dismissed staff will be calculated taking into account their basic salary, rank-based allowance, length-of-service allowance and the value of the food ration.
For non-working pensioners who are former customs officers, allowances are also provided for the birth of a child and for the funeral of a dependent family member. The amount of each payment will be seven calculation indices.
However, years of service calculated prior to the new regulation coming into force for the award of pensions to customs service staff, including those who have already been dismissed from service, will not be reviewed.
The new regulation replaces the rules that have been in force since 2000. The State Customs Service has been instructed to bring its decisions into line with the document.
The decree will come into force ten days after its official publication.
