    Tashiev on the return of corruption-related assets: “There are no complaints, because everyone knows how they were acquired”

    On December 5, 2024, during a session of the Jogorku Kenesh, MP Zhanar Akaev raised the issue of returning a number of properties, including markets and other facilities to the state balance. He noted that these properties may have previously belonged to corrupt officials, but were subsequently sold to several owners before being returned to the state.

    The MP expressed concern that in such cases the rights of bona fide entrepreneurs who purchased these properties may be affected. Akaev asked whether compensation would be paid to entrepreneurs in such situations.

    Kamchybek Tashiev, chairman of the SCNS, answered the question and explained that in some cases corrupt officials simply re-register property to other persons. He cited the example of privatized cottages and resorts in Issyk-Kul, which are valued at millions of dollars.

    “We found that these objects legally belong to ordinary people who do not actually own them, and in the end it is revealed that the property belonged to corrupt officials such as Maksim Bakiev,” - Tashiev said.

    He added that such properties are often registered to various individuals, including taxi drivers, shepherds and ordinary people. Tashiev emphasized that the owners of these objects, as a rule, do not complain when their property is returned to the state, because they know that it was obtained through corruption schemes.

    The discussion also considered the draft Law “On Amendments to Some Legislative Acts of the Kyrgyz Republic in the Sphere of Anti-Corruption”, which was presented at the first reading.
