‘Dead souls’ identified in the administrative court of the Osh region

Employees of the administrative court of the Osh region have been detained on charges of document falsification and fictitious employment of certain citizens of the Kyrgyz Republic.

As part of ongoing operational and investigative measures to identify, prevent and suppress corruption-related crimes in the judicial system of the Osh region, the State Committee for National Security of the Kyrgyz Republic has uncovered evidence of abuse of office by employees of the Osh region administrative court, consisting of document falsification and fictitious employment in the court apparatus.

It has been established that O. N. O., A. U. B. and K. U. B., while working in the administrative court of the Osh region, entered into a criminal conspiracy for selfish motives with the aim of obtaining illegal material benefits by entering knowingly false information about the employment of so-called ‘dead souls’.

As a result of these criminal actions, the state suffered significant material damage, the authority of the judiciary was undermined, and a negative moral and psychological climate developed among the staff of the administrative court of the Osh region.

Based on the materials collected, the Investigative Department of the State Security Service of the Kyrgyz Republic in Osh and the Osh region initiated a criminal case under Article 337 (abuse of office) of the Criminal Code of the Kyrgyz Republic, in which the head of the office and responsible employees of the administrative court of the Osh region were detained and placed in the detention centre of the State Security Service of the Kyrgyz Republic.
