11/04/2025, 11:10The State Committee for National Security of Kyrgyzstan has uncovered a corruption scheme operating at the Republican Center for Psychiatry and Narcology of the Ministry of Health in collusion with employees of the Internal Affairs Department of the Leninsky District of Bishkek.
According to the investigation, a psychologist-expert at the center (born in 1975), together with the deputy head of the Leninsky District Internal Affairs Department (born in 1994), organized a system of illegally declaring defendants charged with serious and particularly serious crimes “insane” in order to exempt them from criminal responsibility.
In January 2025, officers of the Bishkek Internal Affairs Department detained a 17-year-old citizen in connection with a drug trafficking case. During the investigation, the deputy head of the investigative service demanded 1.5 million KGS from the detainee's relatives, after which, together with a psychologist-expert, he falsified the conclusion of a psychiatric examination. As a result, the girl was twice declared “insane.”
On October 23 and 30, 2025, both suspects—the former deputy head of the Leninsky District Internal Affairs Department's investigative service and the center's expert psychologist—were detained and placed in the State Security Committee's pretrial detention center.
The investigation is ongoing, and the involvement of other RCPS and internal affairs officials in the corruption scheme is being investigated.
