The inspection found that 855 hectares of land within the administrative boundaries of the aiyl okmotu had been reclassified as industrial land for the design and construction of a solar power plant. However, due to the inaction of local government agencies, agricultural losses and damages were not compensated.
As a result of the prosecutor's response, more than 11.1 million KGS was reimbursed to the state.
