Kyrgyzstan will not form a state reserve of vaccines in a six-month volume of the annual demand

President Sadyr Zhaparov signed the law «On Amendments to Certain Legislative Acts in the Field of Health Care and Education».

The law was adopted by the Jogorku Kenesh on 24 September 2025.

An amendment was also made to part 2 of Article 42 of the law ‘On Public Health Care’ to exclude provisions on the formation of a state reserve of vaccines in an amount of at least six months of annual demand for preventive vaccinations based on epidemic indicators, since it is not possible to predict their outbreak.

In the event of the purchase of such vaccines, there is a risk that they will not be used due to inaccurate forecasts, with a subsequent risk to the country's budget. In addition, the destruction of unused vaccines leads to additional costs and risks to the environment when incinerating expired medicines.

In addition, the law amends Article 21 of the Law ‘On the Protection of Citizens' Health’, which stipulates that the right to engage in private medical practice in certain types of medical activities may be held by persons who have at least 5 years of work experience in state and municipal health care organisations, with the exception of persons specified in Part 5 of Article 16 of this Law. The list of specific types of medical activities is determined by the authorised state body in the field of healthcare.

The procedure for engaging in private medical practice is determined by the Cabinet of Ministers.
