In Kyrgyzstan, electricity consumption is growing faster than generation

On 13 April, a meeting was held at the Ministry of Energy of the Kyrgyz Republic, attended by investors, partners and heads of government agencies. The meeting was chaired by Bakyt Torobaev, the President’s Special Representative for Special Assignments.

The key message from the meeting was the accelerating growth in demand for electricity. Over the past five years, consumption has increased by more than 25%. Whilst the figure stood at 15.4 billion kWh in 2020, by the end of 2025 it had reached 19.3 billion kWh. At the same time, the pace of commissioning new generating capacity remains below the rate of demand growth.

The main topic of discussion was the implementation of previously approved investment agreements in the energy sector. Participants engaged in direct dialogue to review the status of projects, including the construction of solar, wind and hydroelectric power stations, as well as issues arising during the implementation phase.

According to Torobaev, in accordance with a decree by President Sadyr Zhaparov, state bodies have been granted expanded powers, and procedures for implementing investment projects have been accelerated. Priority has been given specifically to the energy sector as a key industry for economic growth.

Particular attention was paid to investor discipline. Some companies are demonstrating rapid progress in the construction and commissioning of facilities, but there are also those who are failing to meet their obligations, which is holding back the sector’s development.

According to forecasts, if current consumption trends continue, demand for electricity could reach 25 billion kWh by 2030. In these circumstances, the government faces the task of rapidly reducing the deficit and ensuring the stability of the power system.

Following the meeting, formal instructions were issued to the relevant ministries. The authorities confirmed their readiness to cooperate with businesses and investors interested in implementing energy projects.
