A new payment system operator has emerged in Kyrgyzstan

The National Bank of Kyrgyzstan has added Oracle Pay LLC to the register of payment system operators. The company was issued a license on June 1.

The company was originally registered on October 16, 2025. It was subsequently re-registered on June 11 of this year.

Its primary business activity is listed as other activities in the field of information technology and computing. The company was established without foreign capital. Its founders are Azamat Turusbekov and Urmat Baiganaliev. The latter also serves as the company’s director.

The emergence of a new player in the payment services market signals the expansion of the country’s fintech sector.
