09/28/2026, 14:47In Kyrgyzstan, there are plans to launch the third initiative this year to reduce the cost of permits for tinting the front and side windows of cars. For individual residents, the fee is proposed to be reduced from 50,000 KGS to 35,000 KGS. The draft resolution has been prepared by the Presidential Administration.
If the document is adopted, the reduced rates will apply from 30 October to 30 November 2026. Legal entities will be able to obtain a permit for 55,000 KGS instead of 70,000 KGS, whilst non-residents will pay 75,000 KGS instead of 90,000 KGS. Thus, the cost will be reduced by 15,000 KGS for each category.
The permit will be valid for one year. The scheme applies to passenger cars, including SUVs, with the exception of electric vehicles. The new conditions will not apply to permits issued before the decree comes into force.
The proposal to repeat the fee reduction follows two similar campaigns, which together generated over 1 billion KGS for the budget. According to the explanatory note, between 2 February and 3 March, 15,302 permits were issued, totalling 537.73 million KGS. Almost all applications – 99.3 per cent – were from private individuals.
The second campaign, which ran from 15 June to 15 July, yielded comparable results: 15,408 permits and 541.58 million KGS in revenue. This is approximately 0.7 per cent higher for both figures than during the first campaign.
Separately, during the second campaign, 416 permits for electric vehicles were issued, generating 12.48 million KGS in revenue. These were processed at the standard rates, without any discount. Taking these into account, the total revenue for this period amounted to 554.06 million KGS.
The drafters of the document expect that the temporary price reduction will encourage car owners to apply for permits and legalise previously unregistered tinted windows.
The draft is open for public consultation until 13 October 2026.
