04/16/2026, 18:03The Kyrgyz Cabinet of Ministers has released a draft resolution on amendments to the regulation of the halal industry for public comment. The document will be open for comment until May 8.
According to the draft, it is proposed to update the resolution dated December 6, 2024, and approve a new version of the procedure for certifying products and services according to halal standards, as well as rules for labeling and recognizing foreign certificates.
The introduction of uniform requirements for certification procedures is proposed. The authorities intend to specify the certification schemes, define the procedure for interaction between applicants and certification bodies, and establish mechanisms for the recognition of foreign halal certificates.
The draft provides for the digitalization of the industry. Specifically, certification and labeling will be carried out through a government portal using QR codes. This will ensure product traceability, increase market transparency, and simplify business access to certification procedures.
The document also introduces stricter labeling requirements. The use of “halal” designations without certification will be prohibited, and all certified products must be accompanied by a unique QR code containing information about the manufacturer, ingredients, and the certificate’s validity period.
The Cabinet notes that the changes are aimed at combating unscrupulous manufacturers, increasing consumer confidence, and strengthening the industry’s export potential. According to the drafters’ estimates, the global market for halal products exceeds $1.5 trillion and continues to grow by 5–10% annually.
