Kyrgyzstan has expanded the terms of housing compensation for military personnel and law enforcement officers

Kyrgyzstan has expanded the terms under which compensation is paid to military personnel and law enforcement officers to help them repay their mortgage loans. The scheme now also covers certain types of housing finance provided through the State Mortgage Company (SMC).

The relevant amendments were approved by Cabinet of Ministers Resolution No. 702 of 16 October 2026.

According to the document, military personnel and law enforcement officers who entered into mortgage agreements through commercial banks or under GIK programmes up to and including 20 September 2025 retain the right to compensation payments.

For those who entered into agreements from 20 September 2025 onwards, compensation is provided for agreements drawn up solely under GIK programmes. This applies to mortgage loans, preliminary agreements and lease-purchase agreements.

The amendments also clarify the procedure for claiming compensation. To receive payments under housing finance agreements through the GIK, you must provide a copy of the relevant agreement and a certificate from the company confirming its conclusion. In such cases, a certificate from a financial and credit institution is not required.

Certain amendments relate to compensation for the costs of renting temporary accommodation. To receive this, applicants must provide a copy of an electronic licence to carry out residential letting activities or a certificate of state registration of the landlord as a sole trader.

The resolution comes into force 10 days after its official publication, with the exception of the provision concerning documents for compensation for accommodation rental, for which a separate procedure for entry into force is provided.
