07/03/2026, 11:28Kyrgyzstan plans to significantly expand its vehicle inspection infrastructure. Sadyr Zhaparov signed a decree that provides for the establishment of new vehicle inspection and assessment stations throughout the country, including through the involvement of the private sector via public-private partnerships.
According to the decree, the Ministry of Internal Affairs will be responsible for developing a network of vehicle inspection stations, as well as centers where vehicles will undergo expert evaluation following modifications to their design. In addition to establishing new facilities, the Ministry of Internal Affairs will oversee the quality of vehicle inspections and ensure the smooth operation of the entire system.
At the same time, the government is beginning to establish its own network of testing laboratories. The Presidential Administration will oversee their creation. These laboratories will assess the compliance of individual vehicles before they are put into service. To this end, plans include the procurement of modern equipment, the training of specialists, and the allocation of funding.
At the same time, the authorities have decided to maintain the operations of existing testing laboratories that were previously accredited and operated under public-private partnerships.
The validity period of accreditation certificates for laboratories assessing vehicle compliance has been extended by two months—until September 1, 2026. This should ensure a smooth transition to the new organizational model for the system.
In addition, the Ministry of Internal Affairs, the Ministry of Economy and Commerce, and the Presidential Administration have been instructed to bring all regulatory documents into compliance with the new procedures and the requirements of the Eurasian Economic Union’s technical regulations within six months.
