09/08/2026, 12:00A special fund is to be established in Kyrgyzstan to attract international funding for the conservation of glaciers and the protection of water resources and the Issyk-Kul ecosystem. President Sadyr Zhaparov has signed the relevant decree.
The fund is intended to serve as a sustainable mechanism for attracting and pooling funds from international organisations, foreign states, climate funds, financial institutions and donors.
It may also be financed by grants, voluntary contributions, investments and other sources of income not prohibited by Kyrgyz legislation. The decree does not specify the size of the fund or the extent of potential state funding.
The funds are to be channelled towards projects on the rational use and protection of water resources, the introduction of water-saving technologies, the monitoring of glaciers and the development of early warning systems for emergencies.
The fund will also support projects aimed at adapting to climate change, slowing the degradation of glaciers, reducing the risks of natural disasters and ensuring the sustainability of mountain and aquatic ecosystems.
By 1 October, the Cabinet of Ministers must determine the fund’s organisational and legal form, its management system, and the procedures for selecting and financing projects. The government has also been tasked with establishing requirements for transparency, accountability and auditing.
The Ministry of Water Resources, Agriculture and Processing Industry will coordinate the establishment of the fund. The Ministry of Natural Resources, Ecology and Technical Supervision will be responsible for coordinating the protection of the Issyk-Kul ecosystem.
The Ministry of Emergency Situations has been tasked with coordinating work on the conservation, monitoring, research and protection of Kyrgyzstan’s glaciers.
It has also been proposed that state bodies, local authorities, scientific organisations and other stakeholders be involved in the development and implementation of projects.
