08/19/2025, 12:43Kyrgyzstan is introducing e-Otunuch, a comprehensive system for handling citizens' appeals, which will allow all government agencies and the Presidential Administration to see people's appeals simultaneously. This was announced by the Minister of Justice, Director of the National Institute for Strategic Studies, Ayaz Baetov.
«Now citizens will not have to write the same appeal to different authorities. If you submit an application to one government agency, it will immediately be seen by the administration and the relevant departments. Moreover, the responses will be recorded, which will increase the accountability of officials», — he said.
According to him, the innovation solves two key problems. First, government agencies will provide more substantive responses. It also prevents abuse of the right to appeal, when individuals send hundreds of complaints on the same issue.
Ayaz Baitov also announced that a digitalisation rating for government agencies will be introduced, which will be assessed according to five criteria.
«Every government agency must actively engage in digitalisation under the guidance of the Ministry of Digitalisation», — he stressed.
