Kyrgyzstan to introduce a streamlined procedure to fast-track green energy projects

The President of Kyrgyzstan has signed a decree introducing temporary regulations to fast-track renewable energy projects and strengthen the country’s energy security.

The aim is to simplify and speed up the launch of projects for the construction and development of solar, wind and other ‘green’ power stations. The new procedure will be in force from 1 July 2026 to 30 June 2027.

During this period, government bodies must process documents from investors and energy projects more quickly. All procedures will be carried out in accordance with special temporary rules approved by the government.

In essence, the state is introducing a trial scheme to assess how much faster and more efficiently energy projects can be launched under simplified procedures.

The Ministry of Energy has been tasked with monitoring the operation of the new mechanism in conjunction with the Green Energy Fund. Once the trial period has ended, an analysis will be carried out, and, if necessary, the rules may be made permanent.

The findings are due to be presented in 2027, after which amendments to the legislation will be proposed.

Responsibility for overseeing the implementation of the decree has been assigned to the Presidential Administration.
