The ministry explains that this is because such facilities must comply with building regulations. These standards provide for separate classrooms, offices, play and recreation areas to ensure the safety and comfort of children. Therefore, when redesigning or repurposing a building for a school or kindergarten, strict compliance with building and sanitary standards is required.
The Ministry of Construction exercises special control over such facilities in order to ensure the safety of pupils and students.
