09/26/2025, 16:55The developer of Sanhaus Plus, located in the Vostok-5 microdistrict of Bishkek, failed to fulfil its construction obligations to the residents of the building, for which it was detained. This was reported by the State Committee for National Security (SCNS).
Earlier, a video message from residents of the complex was posted on Facebook complaining about the contractor, which failed to fulfil its obligations, resulting in the building not being commissioned. Even before construction began, the company advertised the residential complex as the most comfortable place to live in a big city, with security systems, a fenced-in area and its own underground car park.
Later, it turned out that the building was constructed with violations and deviations from the agreed design. In fact, the residents of the building never got any underground parking, even though it was included in the design.
In order to increase their profits, the company's managers, in violation of the project documentation and construction standards, deviated from the approved project and converted the underground car park into commercial premises. This significantly violated the terms of the purchase and sale agreements and the legal rights of the residents of the complex, as well as exacerbating the traffic situation in the surrounding area.
It proved impossible to put the car park into operation for technical reasons. The building is also not eligible for modernisation under the amnesty.
As a result of the measures taken, the director of the construction company O.B.M. and the head of the project organisation that carried out the supervision, B.E.B., were detained and placed in the temporary detention centre of the Bishkek City Police Department.
During the investigation, the aforementioned individuals acknowledged the illegality of their actions in terms of non-fulfilment of the project and undertook to properly equip the relevant car park in the adjacent area.
