09/26/2026, 11:57Over the past 10 years, the Guarantee Fund has supported more than 23,000 entrepreneurs and helped mobilize over 66 billion soms in financing. This was stated by Zheng Wu, Director of the Asian Development Bank’s Representative Office in the Kyrgyz Republic, at an event marking the fund’s 10th anniversary.
According to him, the ADB supported the creation of a national credit guarantee mechanism as part of a program to improve the investment climate.
Zheng Wu noted that the significance of guarantees lies not only in reducing collateral requirements but also in attracting financing for business expansion, production modernization, and job creation.
He added that over the next 10 years, it is important for the fund to make guarantee mechanisms a more strategic tool for supporting the economy. Specifically, this involves financing manufacturing companies, introducing new technologies, and developing exports and value chains.
Among potential recipients of support, he cited regional enterprises, women-led businesses, agricultural companies, exporters, and growing enterprises with limited collateral.
At the same time, the expansion of guarantees must be accompanied by effective risk management, high-quality data, and cooperation with financial institutions. According to Zheng Wu, properly distributed risk allows private capital to be channeled into projects that might otherwise remain unfunded.
The ADB intends to continue its cooperation with the government, the National Bank, the Guarantee Fund, and the Ministry of Finance.
