02/11/2026, 11:32The State Committee for National Security reported the discovery of a corruption scheme in the activities of a number of private driving schools in the Batken region.
According to the agency, during operational activities, it was established that the heads of certain driving schools were acting as part of an organized corruption group and were fictitiously enrolling citizens for training.
At the same time, many of the “students” were actually outside the republic.
The SCNS noted that enrollment was carried out remotely, without attending theoretical and practical classes. For this purpose, false documents were drawn up certifying the successful completion of the training course. The purpose of these actions was to obtain illegal income.
As a result, a scheme was formed whereby individuals who did not have knowledge of traffic rules and driving skills arrived in Kyrgyzstan after formal “training.” Here, they received certificates of completion and, with the assistance of corrupt officials, passed theoretical and practical exams, after which they were issued driver's licenses.
As part of the criminal case, authorized searches were conducted, during which materials were obtained confirming the systematic fictitious enrollment of cadets who were abroad.
Currently, operational and investigative measures are continuing, aimed at identifying and bringing to justice other participants in the corruption scheme.
