02/09/2026, 15:03The State Committee for National Security of the Kyrgyz Republic has uncovered the illegal privatization of a water infrastructure facility belonging to the Ministry of Water Resources, Agriculture, and Processing Industry—a daily regulation reservoir located in the Ysyk-Ata district of the Chui region.
Daily regulation basins were actively built during the Soviet period to provide irrigation water for agricultural land. The main purpose of the DRB is to accumulate water during periods of excess (in winter or during the rainy season) and then use it during periods of drought.
Thus, on November 30, 1999, on the basis of a transfer act, this daily regulation reservoir was illegally transferred to the balance sheet of the agricultural production cooperative “Pahari.” Subsequently, in 2021, on the basis of Decision No. 28 of the head of the Ivanovo Ayil Okmotu of the Ysyk-Ata district, the daily regulation basin became the property of the Pakhar Agricultural Production Cooperative, and subsequently a state act on private property rights was obtained.
As a result of operational and investigative measures, the illegally privatized water infrastructure facility was returned to the state balance sheet to a structural unit of the Ministry of Water Resources, Agriculture, and Processing Industry — the Ysyk-Ata Water Management Department.
