01/29/2026, 15:03At a meeting of the Jogorku Kenesh, MP Dastan Bekeshev raised the issue of the scale and consequences of negative credit history for citizens, and proposed softening the current approaches to its formation and correction.
During the discussion, it was announced that 1,517,000 citizens in Kyrgyzstan have a credit history. Of these, 302,300 people, or about 20%, have a negative credit history. Representatives of the relevant authorities clarified that this status is assigned in the event of late payments exceeding 90 days.
The deputy drew attention to the fact that a significant part of negative histories is associated with small loan amounts. According to the data presented, the current bill proposes to write off negative credit histories in 76,193 cases.
“10,000 KGS is too small an amount. Perhaps it is worth considering raising the threshold to at least 100,000 KGS,” Bekeshev said, proposing to finalize the relevant amendments for the second reading of the bill.
The deputy placed particular emphasis on the problem of loans taken out by fraudsters. According to him, it is not uncommon for loans to be taken out in citizens' names without their knowledge, after which they are faced not only with the obligation to repay the debt and interest, but also with a negative credit history.
Bekešev suggested considering a mechanism whereby citizens who are recognized as victims in criminal cases of fraud or who have court decisions could independently apply to credit information bureaus to clear their negative history without the mandatory involvement of banks.
Following the discussion, representatives of the relevant authorities agreed to finalize the proposals and return to them when considering the bill in the second reading.
